Does anyone know if you actually have to do 3 light attacks in a row for this to proc, or is it like the spectral bow NB skill where it's light attacks within a certain period of time.

I think the 50% ability cost increase is big enough drawback by itself.0 -

✭✭✭✭Sure...drawback...for a skill like funnelhealth which costs 300magicka...please...stop...
This set is suboptimal for magicka builds in the first place (see the 1-set bonus with weapon damage).
Rest assured, this drawback is pretty significant for stamina builds, especially if you opt not to use cost reduction on jewelry (which you would otherwise certainly do).
