I know a lot of people aren't exactly happy with the way BoL is right now but please leave that aside for a different discussion.
As a sorc main it's extremely obvious that Bolt Escape and its morphs are extremely useful in PVP. I can get out of hairy situations fast, stun a large number of people at a time (effectiveness of which may increase with increasing lag), and all-round have a bit of fun. When I come across another sorc doing the same thing, it's quite frustrating and understandably so. What's even more frustrating is when you think you've got the guy nailed down with Encase, he just ups and bolts away just as fast as before. Even when a friend drops Talons from the DK line, the teleporting sorc does the same thing; he bolts right out of it, carrying the talons with him (quite hilarious for a moment). Any immobilization ability from Talons to Encase to Ice Staff Destruction Spells are rendered useless by Bolt Escape, and it's a powerful ability for being able to do so.
I propose some sort of decrease in Bolt Escape's effectiveness when the player is rooted or immobilized by abilities like Encase and Talons. Some ideas I was thinking of were decreasing the distance that Bolt Escape covers or increasing its magicka cost by a certain percentage while under the effect of these rooting abilities.
