I think you have missed the point. A large percentage of the complaints have nothing to do with this being a PvP DLC, but the way ZoS have dealt with the non-dungeon PvE elements of it. Frankly they might well have done better leaving PvE elements out of IC completely, but ZoS giggling like juvenile fools when talking about it did not help the situation.
Then if I may ask, with all total respect of course, how would you personally have implemented PVE in the piddle of a PVP zone?
It is exactly the same as Cyrodiil normal quests. You have the same threat of being killed doing those as you do in IC.

They really want this to fail don't they? Did they take business classes at the same place they learned programming?
^THIS! In DCUO, you could flag yourself as PvP in open world or unflag to just PvE without threats of being attacked. This allowed BOTH types of players to enjoy content THEIR WAY. This was supposedly how the Justice system was supposed to work- but apparently they can't figure out how to implement PvP in PvE areas... they must not understand the whole 'flag' option that other MMOs offer. This would solve the problem in Cyrodiil by offering players options of whether to participate in the PvP aspect or just the PvE content if they wished. However, I believe the PvP side is so lacking in player population, that they are doing whatever they can to try and force more players into it, hoping that some will try it and like it. I don't see that happening, in fact, quite the opposite. By not giving players options and instead trying to funnel them into content they don't enjoy, will drive them away from that content even more.
While I am all for PvP getting new content, I, personally, am looking forward to future PvE content. From all indications of future titles coming to ESO, I don't see anything for PvP in the immediate future- perhaps next fall? Unless they throw PvPers a bone with some content in Brotherhood or Thieves Guild; perhaps that is when they will finally get the Justice system working 'as intended'.
When they talked about the PvP aspect of the Justice System they talked about Enforcers wearing a special tabard. If you commit a crime and get a bounty, you would be flagged for Justice System PvP.
