why do you have to be level 15 to weapon swap?

    Really level 10 isn't way lower than level 15, you can go from 10 to 15 in just a few hours of questing really. And I would suppose Zenimax decided to allow you to flip weapons/skill bars at level 15 because it gives you time to level up and become familiar with your main weapon before tossing in the second weapon bar. Plus at those low levels skill points are limited so really it makes sense to limit you to one weapon.

    However, having said that...personally I do prefer to start leveling my second weapon about the time my main weapon skill bar is full, I'll manually switch out the weapon and skills. Leveling the second weapon a bit before level 15 allows you to have at couple skills on it making it more effective when you can flip to it making it.

    I am making an Imperial Dragonknight Tank and currently level 10 with a sword and shield. I kill stuff so slowly lol that I wish I had my second bar for a 2 hander, though I think for now i'll just use a 2 hander and level up sword and shield later (when I need it)
    Somewhere someone is practicing, if you are not and you should meet, you will lose.

    I have a VR14 Bosmer Dragonknight tank in all heavy armor, killing fast just isn't something I worry about. I'm low DPS, high survivability and can soak up damage that would kill my squishy mage questing partner in one hit. I'm her armor she's our main DPS. But solo I can still tank and kill stuff but it just takes a little longer because my strategy is to outlive them and do enough damage to kill them. I use two sword and shield bars on my main tanking setup, one is mostly buffs/crowd control, the other is mostly attacks. With my dual sword and shield setup I've soloed some of the Craglorn group dungeons pretty easily, it just took a while. If I need to do more ranged DPS I switch to mage mode in 5 light armor/2 heavy using a destruction staff on one bar and restoration on the other.

    I used to run my sword and shield on bar one with either restoration staff or bow on bar two depending on the situation but I found for end game tanking the two sword and shield bars works more effectively.
