Summons stopped working

Whenever I try to summon a clanfear or winged twilight my character performs the animation but nothing happens. I have the buff in the character menu when it's "active." It's not invisible. Just not there at all. Please fix. I rely heavily on daedric summoning.

Just wanted to add that I've tried the logout for 5 minutes routine and hard resetting my console.
