@Ashigaru whatever the truth about full or partial XP (like @lordrichter I believe everyone gets full XP), it's far, far, FAR preferable to last-gen games like WOW where you have to compete for mobs .. and if the other person is AoE farming you might as well pack up and go elsewhere.

The game supports this. There is no ownership of the mob and no need to negotiate over loot. I do this all the time without as much as a nod to the other player. If we work well together, these informal groups can run an entire delve, and I toss a /thanks at them when we are done. Sometimes we formalize the relationship and share even more XP.
If I am there, I have a reason to be there. I am trying to close that anchor. I need to kill a boss so I can get the delve achievement. I am looking to kill that world boss. The dolmens and delves and the world bosses in the zones are not something that a person or group owns. I know that, up to a limit, I can join in the battle and get an equal share of the full XP. I am not inclined to yield to someone's unstated ownership in these situations, nor should they expect me to. This is a multiplayer game that is designed for this and if someone wants to finish off a boss or dark anchor by themselves, they should be prepared for the case where someone joins them.
If someone notifies me when I come up that they want to go it alone, I usually back off and let them. I am not out to ruin their experience, but they have to let me know. I have been told to stay away, and in one case, the person had a friend who was letting people know as they came up. If someone wants to wax their ego, I am fine with this. I am a nice guy and I let them have their space, but if I join in before they tell me, they have to understand that I am not out to ruin their experience. I am playing the game as it was designed to be played.

Iam not talking about dolums or such iam talking about being out killing mobs maybe with a mate in the group and someone comes up and intentionally follows us around running in tagging the mobs or AEing a couple of times and thats it. They need to lock the xp down where who engages the mob that group gets full xp. This issue is causing a lot of problems and lower lvls and higher lvls.
Yes i agree at dolums we assist and share and that is a different situation then what i am talking about, the main xp there is on the completion of it not really the mobs spawning
While I would recommend phrasing it a bit differently, I agree somewhat with the sentiment. With Vet14s desperately looking for anywhere they can grind to get their champion points it can be difficult to find places that aren't covered by other players and most sadly have not mastered the "play nice" skill.

So based on something that occurs as a rarity, ZOS should change the whole game mechanics and make everyone compete for tagging mobs first? Oh this would be great when trying to complete quests. Let's not overreact to something that is a slight inconvenience and not completely ruining your experience gains. Because if you change the system, someone could easily troll you on a V14 if you ticked them off.
This is not a small occurrence it happens all day long everyday and we do get trolled at low lvls by vet lvls everyday.

I remember playing Everquest in 1999 and literally it'd take weeks sometimes to gain one level. (oh man, hell levels were bad.) I promise, the speed you lose in hitting 50 and vet levels will not take away the content (very limited content, at that) you'll see when you get there.
I'm not sure your suggestion is the correct answer to solve this. ZOS nerfed all exp gain with 1.6, probaby so exp potions would sell better when they come out. (yeah i'm that cynical). What is needed is to reverse those nerfs.
