You will have more weapon damage, so your ability will scale better. But the WW claws are weapons on their own. So they have the same attack speed and damage no matter which weapon you use.
To Min/max a Werewolf, you are probably better to go with Sword&Board or Dualwield, on a stamina build, since you will get an extra buff slot for enchantements and an extra set bonus. Two-Handed is nice too for its extra weapon damage bonus, but dualwield gets the same damage bonus with offhand + the extra offensive enchantement and set bonus (which are not negligeable).
