And is that a flat 40 extra damage?

That's a good question... I would wager that it's for you. Ambush has a similar effect that increases damage by 38%. But that's for any attack. I would say since the language is different that it's a different effect. Also, 40 power is not 40 damage. Weapon and spell damage effect skills differently. I know it's not an exact answer. Just the best you'll get with actual testing.
