DK whip + elemental drain...bugged? intentional design?

first, default tooltips:

Molten Whip:
Deals # flame damage to target and sets immobile or stunned enemies off balance.

Elemental Drain:
Reduces target's spell resistance to flame, shock, and frost by 40% for 18 seconds. Restores # Magicka to player when attacking target with flame, shock, or frost damage.

anyways, so i did some extensive testing on live and pts

molten whip (flame attack), does NOT proc the magicka regen from elemental drain,

is this because the attack is considered melee/weapon (which is mind boggling)??

if so, this is either badly designed or badly worded on elemental drain's tooltip

it should say:

Elemental Drain:
Reduces target's spell resistance to flame, shock, and frost by 40% for 18 seconds. Restores # Magicka to player when attacking target with flame, shock, or frost SPELL damage.

would appreciate some looking into this, as it's getting nerfed and isn't really all that viable at this point (pve wise)

You should try the same with Searing Strike (or morphs) to know if it does or not proc ED.
And by the way, Molten whipe IS a spell, as it uses magicka, and it should work there.

Anyway, Elemental Drain is not worth it anymore, as it gives back very few magicka, and does not tick on dots. A spell reduction cost ring has the same effect on all spells, and does not cost you a bar slot.

but may cost you a set bonus like 6xxmagicka refill, 10% refill etc ...
