The Final Assault quest deleted by mistake (Help)

Like it says on the tin, when the quest "The final Assault" in Coldharbour was bugged I deleted it by mistake.
Now I can't find a quest giver to start the quest again, I can port to the Endless Stair wayshrine but can not go either back or forward from that area as both gates are greyed out. I have tried putting a ticket in but to no avail. Anyone here have a solution to this problem please
