Unable to locate executable. Game install error

Running the insall_eso.exe from a cd. I select language, and hit install.
Progress bar fills to 100 then I get a launchanywhere error. Unable to locate executable. Never see the user agreement screen.
Tried to extract it manually but can't find any executables. Tried to disable auto proxy in LAN.
Sent a dxdiag to support, and a few tickets.got a reply but no assistance.
Possible my drivers are out of date? Or conflict with Java?
I had the same issue when trying to download the digital version 3 weeks ago. Got refunded. So cd and digital version failed. Hours wasted, no fun...
Anyone with some know how, or similar problem?

    The Discs are by now way outdated and considering you would have to download a huge amount of data anyways to get the client and launcher up to date i wold recommend to try and do a clean instal directly from the website.
    that way at least you know all files will be up to date and "should"work
