Suggestion with 2H weapons, Staves, and Bows

I think that 2 handers should allow 2 trait stones and count as 2 pieces toward a set. The reasoning behind this is that DW & 1H/Sword builds get the benefit of using 3 different 3-piece sets, while the 2 Handers do not. They also get the benefit of 2 traits, where a dual wielder can add both speed and critical chance, for example, & everybody else can choose only one. If this is put into balance in another way, please discuss.

In theory I think the utility of the different 2 handed weapon lines is supposed to be balanced out by the fact that you don't get as many traits/enchantments/set pieces. In practice? I don't know. I'd say that's definitely not the case with bows (the weakest weapon option in ESO in my opinion), and two handed melee doesn't seem that great to me compared to two weapons or sword and board, but the various staves might be strong enough to balance out the loss of traits/enchantments/set pieces.

Bows need to be buffed by increasing their speed [it's dreadfully slow], I don't think anything else would be good.
