2 seconds after he says "If you insist on breaking the rules I'll have to call the guards!" anyone still behind the counter at the bank should be teleported to a prison cell and have to escape.

I have a suspicion this was made so players do not get behind counter, so that it's easier to target the Banker, and work with bank without visual interference from other adventurers and their familiars.
If only people could follow these simple rules!

Instead of teleporting to a jail cell and have to escape, I think that guards should actually show up and attack the offender, forcing him/her to fight.

If the npc didn't say this it would ruin your immersion and give you nothing to complain about.

FYI Devons watch is the ONLY bank that has an npc that says this. That I've discovered so far..

Imho I think it's a good thing.. Would be cooler if the guards did turn up and teleport everyone on the wrong side outside of the bank. That would fix it.

On a side note, if they'd designed the houses better, there would be no need to this. Why is there only 1 banker in the busiest place in ebonheart?

i checked few time if anyone is standing behind the counter -with a intention to KILL (good luck for them there are no world PvP)

But there are no banks in Ebonhart OR Kragmoor. Only bank in Stonefalls is in Dawons Watch. And yes -this makes this bank REALLY crowded sometimes

There is this recently released addon
Its not perfect -cos it works by chat command and key binds -so you need to remember to unmute NPC after you done with some annoyng one
