Templar Ritual of Rebirth : Ranking it up does nothing???

Hi,
I recently lvl up my Ritual of Rebirth to rank IV and I kept track to the base values of everything from the previous rank. And to my surprise, ranking it up did exactly nothing.
- Same magicka cost
- Same cast speed
- Same healing value
- Same radius
My question is : Is it intended to keep the exact same effect over the ranks or do I miss something?
Also, isn't there a bug section on this forum?
If an official could take time to look into this "issue" it would be nice.
