So one of my passives gives me mad Frost Resistance. Can never have enough resistance right? My question is, is there any local in the game where I'll just notice the hell out of this and can essentially just Rambo First Blood my way through because of it?

Probably not considering that would be quite game-balance breaking. If that was possible then you wouldnt be able to complete a certain area because you havent invested in some other skill. So while I have not experienced a lot of the areas my logic says no.

It should be crazy useful in some situations because in other situations it isn't useful at all. These elemental resistance racials (of which Frost is probably the least useful, at least in PvP) deserve to be situationally powerful. There's a reason why the races considered to be sub-par (Bosmer, Argonian, Nord) all have elemental resistance passives.

That's my thought too. If we have a skill that is useless 95% of the time, it should be epic that 5% percent of the time it's not.
