FPS issuse ONLY in Coldharbor zones

In cities, pvp, and outdoors I get around 50 to 60 fps (depending on what is going on) but in the prison area and some of the main quest areas of cold harbor I'm getting 10 to 15 fps even when I turn down/off most of my settings.
I know my specs aren't great by any stretch of the imagination but i would think while turning things down I would at least get 30ish in coldharbor areas. just seems odd to go down to 10 or 15 even if I turn ALL my settings down then I can put them back up to high and PvP with no problems

could this be fixed just by upgrading my video card? and if so could you suggest a cheapish one that would play this game on high to ultra with decent fps in cold harbor?
