Is this what I think it means? No matter what the progress bar is on any server we will be able to get across on the 12?

November 12 is when update 48 launches on consoles.

There is an asterisk after Venture Into Eastern Solstice* that directs us to this at the bottom:
*Eastern Solstice will unlock once the Battle of the Writhing Wall event has completed for your server.

Phase 3 can't unlock until November 12 for console it will be awkward and funny if Xbox and PS EU get to 100% early and it sits at 100% for a day or two ZOS will probably stop that from happening it will probably reach 100% not long after the severs go live.

Check the asterisk. It actually is written there that the Wall event has to be completed…
