Start screen ignores Music setting

This has been true for years, unfortunately.
You can turn off music on that screen (Options) and it will turn off the music then, but if you come back to that screen the music will play. You can go back into the Options and see it is turned off, but you have to turn it on and back off to get it to stop playing the music.
Can't this be fixed so it honors the setting?
