PC-NA Guild Trader swap today

Something very odd happened with Trader swap today. The server came back up at 18:54 UTC. Usually, bids can be placed until 18:55 UTC and Guild Trader flip starts at 19:00 UTC. Empty Traders can be Hired from 19:05 UTC.
Today, when I tried to place a bid at 18:55 UTC, it said that bids were open for 7 days. (I thought I got a screenshot of this but I can't seem to find it.) Usually it says "bidding closed while traders switch owners".
Even odder, some guilds who had failed to bid due to the long maintenance were able to Hire empty Traders from 19:02 UTC.
The guilds I have bidding access for were all fine because we bid on our Traders last night before the maintenance, but I still feel this needs to be looked into. I feel that today's flip was unfair on the guilds whose officers waited until 19:05 UTC to attempt Hires.
