Vlastarus Outlier Flag never fully flips

I've noticed this over several weeks on PC/NA, and in the Blackreach campaign. I'm not on other platforms or servers, and I've not been in other Cyro campaigns to see if this occurs on them as well.

The Vlastarus Outlier Flag will never get the full solid bar around it nor respawn its dedicated guards. The wander guard(s) near it will respawn for the alliance that controls Castle Brindle (to the NW of Vlastarus).

This bug makes is slightly easier to flip the town entirely since the dedicated guards never respawn. I did capture the whole town solo about a week ago and both the Central and Merchant Flags mechanics worked as expected, and just had to stand by the Outlier and wait until it fully changed over color to my alliance. I'm not sure how else this effects the town mechanics, if at all.

    There are simply no guards on this flag, same as bruma has even 2 without them.

    I checked both Bruma and Cropsford Outlier flags, they get that solid border around the flag symbol and do not spawn nearby guards based on which alliance is holding a nearby castle, and they do get static guards that spawn and stand guard at the flag itself. They are working as intended, not so in Vlastarus.

    Can't you just accept, that every town is designed differently?

    Cropsford got guards on all 3 flags,
    Vlastarus got guards on 2 flags and
    Bruma got guards on only 1 flag.

    It was always like this and is intended like this, so every town have a different difficulty to capture.

    Bruma doesn't have guards that guard two of the three flags, but there's at least one guard who's near one of the two flags, by the merchants. I wonder if that's what he means?
    I've fought mudcrabs more fearsome than me!

    The issue, I believe, and I'd not seen this behaviour prior with the nearby guards that wander nearby the Vlastarus Outlier Flag, is that despite say Aldmeri Dominion completely holding the town, if say the Daggerfall Covenant holds Castle Brindle keep, then those guards spawn as Covenant guards, and once in a while they wander close enough to the Central Flag and the guards there will attack, etc.

    So the Outlier Flag can be under control of one alliance, the guards that spawn nearby will have their alliance determined by which alliance holds Brindle. It seems very odd that guards of a different alliance will spawn in the town despite it being fully controlled by the flags.

    That's what happens in Chorrol, as well-- guards spawn based on which alliance holds the nearby resource. When that nearby resource changes ownership, you can get guards from more than one alliance in Chorrol, and they'll start fighting each other if they encounter each other. Players normally just kill any guards who don't belong to their particular alliance.

    I have seen this behavior with the guards being DC. In these cases I saw the flags were fully AD though.

    This is why I figure it's a bug for Vlastarus and as originally mentioned I'd not seen this until several weeks ago. I'm in Cyro almost everyday so it was apparent this seems different and most likely a bug.

    Cropsford also have 2 guards, based on drakes color.

    1 guard is spawning behind the middle flag, infront of the house. The 2nd one on the crossroad between the middle and the merchant flag. Those guards are also in combat most of the time with other guards.
