The issue, I believe, and I'd not seen this behaviour prior with the nearby guards that wander nearby the Vlastarus Outlier Flag, is that despite say Aldmeri Dominion completely holding the town, if say the Daggerfall Covenant holds Castle Brindle keep, then those guards spawn as Covenant guards, and once in a while they wander close enough to the Central Flag and the guards there will attack, etc.
So the Outlier Flag can be under control of one alliance, the guards that spawn nearby will have their alliance determined by which alliance holds Brindle. It seems very odd that guards of a different alliance will spawn in the town despite it being fully controlled by the flags.

Chorrol and Cheydinhal are obviously different in terms of mechanics. Plus, the alliance that the guards are in Bruma and Cropsford don't seem to spawn based on nearby resources, just based on which alliance currently holds the associated flag.
This is why I figure it's a bug for Vlastarus and as originally mentioned I'd not seen this until several weeks ago. I'm in Cyro almost everyday so it was apparent this seems different and most likely a bug.
