There are over 550 sets in this game, how many sets are really good? They need to make all sets good and not just a dozen or so.

If all sets are good then no sets are good, everything being equal then becomes bland and boring.

Some sets are easy to get and decent. That makes them very good for doing content that will get you the good but hard to get sets. Not every set is in the game with end game content in mind.

More sets are decent than one would think. Not gonna hit 100k DPS with vast majority of them but it doesn't mean one is doomed to 50k either. Support-wise, there's some that are outside of what is normally thought of as useful that also works well.

Many of them serve for RP purpose.
