"Error 1032 - OSError_Locked"

I can not get this patch down. It gets to 25% then this.
Of course its right in the middle of an even and I'm losing boxes with this patch outage and now this no updating nonsense.

If you get an error stating "Error 1032 - OSError_Locked", follow the process below:

1. Close the ESO Launcher.
2. Open task manager by pressing [Ctrl]+[Shift]+[Esc] together.
3. Go to Processes.
4. Right click on ZoCrashReport and end the process.
5. Restart the ESO Launcher.

The game should now update and patch.

If you are still having issues, you can also look for duplicates of any of the following files in your process tree: "eso.exe," "awesomeium.exe," and "bethesda_launcher.exe" and remove them as well.

When I opened the task manager nothing was open in it. Perhaps thats win10's trash 'you dont need to see processes we think you might eff up' settings but the only process that was visible was chrome, which was still open.

I quit everything and walked away for an hour or three and when I returned i was finally able to get in. I'm assuming the process dies after its usual ttl.
