Apparently you can bypass the launcher again, logged in directly no problems.

If I remember correctly, it's This PC/LocalDisk(whatever directory your ESO is in)>SteamLibrary>steamapps>common> Zenimax Online>ZosSteamStarter.exe
The ZosSteamStarter will be an application; you can right click it, go to properties, then compatibility, and then either check/uncheck "Run this program as an administrator".
However, I've done this solution multiple times with offline/online Steam, restarts, repair, you name it, and it doesn't work. Hopefully it does for you.
