Meteor and Shooting Star not stunning Flag Guards in PVP

This ult and morph (probably the other one too) doesn't stun these guards (or any guards that don't move and just stand in their one spot) at all but you have other aoe ults like dawnbreaker and flesh colossus that do. These NPCs can be stunned from other ults and other skills. Is this a known issue or am I missing something about Meteor and it's morphs?
