Got same problem. Playing on ps4 pro, upgraded ssd (tried on normal hdd - same). Wired connection 150/50 Mbit. Tried boost mode on - off, tried supersampling on - off. Tried support ticket (they told me to contact Sony - wtf?!). There was no problem before Greymoor at all. Im relatively a new player, started month ago, but i think i wont play a game where you cant acknowledge that there is a big problem and fix that. Too bad, game is good... I feel sorry for myself, hyped so hard after i started and now this. Just admit that there is a problem AND START SOLVING!

This only goes for PC users but if you're using an NVIDIA gpu, try rolling back and uninstalling to a previous older driver version (Using Display Driver Uninstall). The new NVIDIA driver 446.14 that was updated on 27th May for some gpu's causes stutter and freezes in ESO on various Nvidia graphics cards (Not all, but some)

I had to rollback to Nvidia driver 399.01 on various pc's for it to magically stop the unplayable stutter's and freezes in combat.

Hope it helps, because I was like you guys, losing my mind at how before Greymoor it worked perfectly and after updating to the new graphics driver on 27th May my game was unplayable. Coincidence? I think not. Nvidia new updated driver settings I think were done by a monkey.

didn't update my nvidia driver during this time.. we don't have to search for a bug on our side because it's clearly on zos' side..

Well if you have GeForce Experience installed it will automatically update to new graphics driver version unless disabled.

Due to Covid-19 office restrictions both ZoS and Nvidia can't fully fix their problems I think so you might be right. I know my game runs like a dream now with 0 stutter anywhere.

as I said I didn't update my driver during this time.. if you didn't have the issue when gaining xp you had a completely different issue (see comments above)

Covid-19 is a poor excuse because:
    1. they are devs (like me) and should be able to work from home since the 90s
    2. they could just communicate properly with their paying customers (just open browser and say "yes there is a problem we will (try to) fix it until xx.xx.2020").. stop trying to fool us
    3. they (support) literally told me that's not their problem because "just a few" have this issue

I run at 100 FPS on an old 1800X CPU with 1080 Ti's. No stutter.

I don't know if this will help but it may. Suggest getting this little program, run it and select High Performance then Active then Apply and close it. It will unpark your cores so they can be utilized immediately. Your CPU won't run hotter since the loading doesn't change. Currently in game my CPU is 34C.

Scroll all the way down and download the latest version which was released 4 October. I've been using this for years without any issues.

    Good luck.
