Undaunted group quest giver not spawning

Hi everyone. I'm not sure if this is a big or something I've done but at the Undaunted camp outside Eldenroot there is supposed to be a redguard woman (if memory serves) who gives out the daily group dungeon quests. For some reason she's not there, though I see other players standing there so they can obviously see her.
Does anyone know what might be going on?

nickl413✭✭✭✭Are you on a low level character? Can't see the undaunted quest givers until level 45.
