Cannot get Milineth to trigger for crafting certification

Am I doing something wrong? Her only dialogue option is goodbye. I have my blacksmithing to level 3 and I have put a skill point in there as well. I am playing the game pass version, without an ESO subscription. I usually play on the PC, but playing on my TV is amazing. I have triggered the Daniel crafting certifications...so confused...

Gonna do the universal fix, Delete and reinstall..
