Always attacked when carrying a bounty??!!

When I have a bounty no matter my heat level or bounty cost, I am being stopped by guards and the screen to either flee or pay never appears. My character stops puts her hands up and then a few seconds later the guard makes comments as if I choose to flee and starts attacking me and my bounty also goes up as if I attempted to flee. I always have the money on me to pay the bounty so that is not the issue as suggested when I contacted costumer support. The bigger issue is that even after they kill me my character remains stuck in place. I have tried resurrecting in place and releasing to the wayshire. In both cases I respawn still frozen with unable to move or even access the menu screen. I have to restart the game to fix this. This started after I downloaded the thieves guild and dark brotherhood DLCs. My husband on a different console and account is also having this issue. I have tried to delete all my saved game data on both consoles with no luck.

This has happened to me numerous times throughout the life of ESO (since the introduction of the justice system). It happens to be me under bad lag situations or when the server is "stroking out". If you play on NA, all of the NA servers across all platforms have been having issues since Friday. I haven't been on yet today, so I don't know if it's been fixed yet or not.

I play on PS4 and it's still pretty bad. I freeze up and lag, sometimes getting disconnected.
Just recently I got kicked out with a message about spamming messages too much? What?
I dont even message but rarely and not at all today, just play the quests lines- I just joined the dark brotherhood and meeting the other members is when it kicked me out for spam? Lmao
