I've been looking for my contact for awhile now and they are not spawning. Another two dozen players have passed through this area and made the same complaints.

Dawnblade✭✭✭✭✭Has anyone seen a response from ZOS on this issue - do they think it is working as intended, are they working on fixing it, do they just not care?
Search doesn't return any threads with a ZOS response, and this is now bordering on the absurd given I've been back and forth from the DB place to Kvatch three times on two different characters now and unable to find any of the targets (I did not have any issues a month ago on another character).
Everyone in zone seems to suggest they are bugged and its a known issue - with the 'abandon and retake' suggestion, which as the first target is always Kvatch, home of many of the bugged NPCs, doesn't seem to help (I get the same two stupid broken names every time, but of course I can't see which name I'll draw until I go back to DB, then back to Kvatch).
Very annoying and leaving me questioning if I should keep my sub up given one of the perks is DLC access, and the one I haven't completed seems to be all full of bugs.
