lich set not giving bonus regen

So I just finished farming my lich pieces and today I noticed that when I swap to my resto bar to proc it, I get the blue visual effect, the lich bonus on both my character sheet magicka regen (puts me at 2800) and on the buffs list. However; when I watch the numbers on my magicka bar comparing with and without the lich proc from as close to zero magicka as I can get and not in combat, the ticks are exactly the same. What am I missing here?
