Incorrect AP Gain

This has already been escalated to Support (Incident: 161109-001456), but I've stopped receiving a response from them on this and I still have outstanding questions.
Some background:
There is bug where AP gain on EP characters is much much much less than it should be. I have friends that play on AD and DC and they are not having this issue (ZOS could not confirm that it's limited to EP but that's been my experience). Response from Support confirming bug:
ZOS not being able to confirm or deny whether it's only EP
Difference in AP by faction:
As mentioned at the start of my post, there are still some things I'd like confirmed.

Will the thousands (or millions) of AP be added retrospectively?
What about the leaderboards, does this affect where each player stands on EP leaderboards or is the bug such that your position wouldn't change, just the amount of AP earned?
How long has this bug existed? From what I can tell it's been there since One Tamriel
