Unable to use abilities in Cyrodiil. Can't use in game support tickets.

While pvping in Cyrodiil my abilities, weapon attacks, potions, etc become unusable. I can cast/use no abilities. I cannot use my potions. When I simply try to swing my sword my character starts to swing and then just completely stops but, the sound of the sword swing can be heard. I cannot switch weapons. Also, my abilities on my bar become greyed out. This is happening in almost every single pvp fight that I enter into. I am unable to use any of the above mentioned mechanics until my character is killed and I re-spawn. Sometimes, they may become active again if all of my stamina runs out.

On another note, I can't use in-game support tickets I always get an error message telling me to try again in a few minutes. This has been going on for over a month. I had posted in another discussion about this problem and I received no reply or help from a mod and at this point I really do not know what to do about it.

These problems persist on 2 different Xbox Ones at two completely different addresses. The Xbox Live account used is the same.
