Why is the Imperial Edition bundle-only on XBox One?

I've been playing for about two weeks now, and so far I've enjoyed myself rather well. Since I got only the standard edition of ESO:TU, I had considered perhaps putting in a bit of money to get the Imperial Edition upgrade. But in the XBox Store, it's showing the Imperial Edition upgrade as being bundle-only, with no option to purchase it -- only the options for purchasing the Imperial or Premium Editions of ESO:TU? Is there a reason for this? Or is it only purchaseable with Crowns via the Crown Store?

✭✭✭✭After B2P transition the Imperial Edition upgrade was moved to the crown store. It's kinda annoying because crown store items are active only on the server they were purchased on.0 -
darksabrzSoul ShrivenAhh, so I'd have to pay double to get it, especially if I wanted to do the Adventurer Pack as well. I admittedly play on the NA server; not sure if I'd try to play on the EU server. That helps a lot, though, thanks.
