Sigil of Imperial Retreat Bug?

So I saved 500 stones and go this stone to test it out. It clearly states that the stone will not be consumed. And yet after I used it the stone was no longer in my bag. To me that means it was consumed.

Is this a bug? Or is it intended? If so then why say it won't be consumed when in fact it will be.

It means it won't be consumed if you move while trying to use it and it fails to port you.

It will be consumed if used whilst standing still as intended.

I do think the description could be a little clearer.

Was just talking to a guildie and they pointed that out. Thank you. Kinda pointless in getting it in that case.

Not really, the whole point is that it was never designed to enable you to port out of combat making a quick escape, and having it fail if you move is to prevent that.

Find some quiet corner to use it and get all your stones in the bank, that is where it is useful.
