Are the Sewers locked of to your specific Alliance?

Hey all, as the Title says...
I noticed you can get Tel Var Stones in the Sewers of the IC. Not sure if enemy Alliance players are able to access our parts of the Sewers. In the Twitch Stream I am in at he moment we are discussing how you would prevent an Enemy Alliance Zerg from blocking your entrance too the Main part of the sewers (Assuming they come in your sewers. (Fairly certain they can but am yet to see Enemy Alliance players in the Sewers).

    Enemy players can indeed come into "your" alliance's sewers; the only bit they can't get into is your alliance base inside the entrance. Every District has sewer access, and the base can access all Districts directly, so if an enemy is blocking access to one area, just use a different entrance.

    I have seen packs of rabid alliance players running around looking to loot TVs from other players, so the sewers are open to all.

    There seem to be three "home" PVP sewer sections, one for each alliance. Except for the alliance base portion in the alliance sewer, the sewers are open to all.
