Entering a campaign without being homed or guest is still possible.

If you are in a group with members that are there and homed, you can travel to them without being homed or guested in the campaign. Still broken.

    If it is, you should bug report it instead of just saying "still broken" as a balance idea, because it's not intended to be as of the PTS patch and live launch of the Imperial City:

    Exploits suck. Don't blame just the game, blame the players abusing them!
    -Playing since July 2013, back when we had a killspam channel in Cyrodiil and the lands of Tamriel were roamed by dinosaurs.
