Mages Guild final quest will not start

I'm level 42, my Mages Guild lvl is 5, I've done every quest for the guild except for the last one. She is in the basement in Riften, pillars of light in the room, and she says she's ready to "monkey rum butter", but thats it. No quest start, no dialogue choices, nothing. I've power cycled my X-box MANY times since this started, but she remains stuck.

I have this issue. I'm a vet 1, but I also cannot start the final main quest either. No option for that to get going either.

I'm a PS4 user and stuck on hold for the last 2 hours with Bethesda support... I'll come back here and update once I get an answer.

I see Valaste in my compass and it says she is below me on the main floor of the mages guild in the rift. Yet I don't see a basement anywhere in the mages guild. Am I missing something or is there a bug?

I've tried to submit a bug report through the xbox but each time I try to submit it I get an error and it tells me to try again in a few minutes. I do that and it still doesn't work.
