Mournhold Market Misery

So finally getting around to leveling an alt through the EP zones and as I'm clearing quests I've noticed one called "Mournhold Market Misery" and I cannot for the life of me figure out how to get this quest. Figured I wouldn't sweat it till I've gone through all of Deshaan which I have at this point. Did a quick google search for info but couldn't find much in the way of details other than a basic synopsis of the quest itself. So I'm wondering anybody know if this quest was taken out of the game or if it just has a really obscure prerequisite or limited window of opportunity to pick it up?

Never found it myself, so it's either no longer there, or designed to be a "reverse pointer" if you go too far through the zone before the story takes you there. By its location and title, I would suggest it may only be available before doing the Mournhold quest A Favor Returned.
