Ability now scales off weapon damage/stamina, when is this viable?

Now granted the character I'm seeing this a lot on is one I've only recently started leveling since the justice system was added, but the question is a simple one - what do I need in order for this to be an improvement in damage? Will superior weapons and a 40% Stamina build work or will I need epics/50% or better? While this sounds great, calculating skill damage off your gear, I'm not entirely sure it'll work out until I'm well into veteran status and min/maxing my stats anyway.

With stam builds. It's kinda cheesy.

It will be stronger if your stamina is higher than your magicka and your weapon damage is higher than your spell damage.

If you're mostly focusing on magicka/caster abilities, don't pick the stamina morph for skills.
