Soul Trap Missing in World Skills

I started a new character on PTS and have been unable to obtain the Soul Trap skill. I don't know what triggers it, but I skipped the Coldharbor area in the beginning and went right to Auridon, and then Kenarthi's Roost. I got the Legerdemain skill line when I stole something, but no Soul Trap.
EDIT I also find that I am unable to participate in the main story line as well. No Prophet quest line. You shouldn't offer to skip the Coldharbour beginning if it means missing the Soul Magic Skill line, and the main quest.
