Spell and Weapon Power Glyph Disparity

I was doing some testing on the varying numbers and coefficients of the enchants particularly on jewelry.

One thing caught my eye was the numbers on the armor, spell resist, individual resist, and even the stamina and magicka reduction glyphs.

Then I saw the number value for Spell Power and Weapon Power.

Magicka Reduction.
Live = 21 PTS = 200
Spell Power
Live = 14 PTS = 64

Gear which originally had 16 or so spell power as an item set bonus is now at 176. I then did some calculations and found that with all three jewelry items enchanted, you have 192 spell power.

At that number with all 4 classes tested in default spell power numbers and buffed all showed anywhere from 2.3-3.6% increase in overall damage. If you enchant an individual jewelry item, you gain merely .77-1.2%.

I'm hoping this is a typo because currently the 13-22% reduction I get in spell cost from the 600 magicka reduction in enchants is far more valuable.
