Why so many NB skills have to 'proc'?

Incapacitating Strike - stun 'if' caster lower HP then target
Soul Harvest - Ulti recharges from kills passively

Killers blade - heals a bit 'if' target dies
Blur - low miss chance on you
*Mirage - miss caan proc opponent off balance
*Double take(extended blur)
Mark target/piercing mark - heals about 1/2 hp 'if' target dies affected
*reapers mark - same as above but heals a bit more+ little weapon & spell dmg boost for 30 sec
Incapacitate - chance to immobilize7 attacks(rofl)( new skill on 1.6 - 8 light/heavy attacks within duration to proc high dmg attack( 8, really? other classes have skills doing near that dmg with no proc whatsoever)
even shadow cloak(and both morphs ofcourse) have chance to drop xD
strife/funnel health/swallow soul - minor heals based on dmg inflicted(aparently if you damage shield it doesn't count, blocks also reduces this a lot)
siphoning strikes/leeching strikes/siphoning attacks - chance to restore part of hp/mag/stam(depending on morph) via basic or any attack( depending on morph)
that's about 1/3 of all NB spells!
what is common among all those skills? they are not effective, those skills are mostly waste space on skillbar, with few heal exceptions( just because there is no good alternative).

    they just added 2 new lame skills to replace good skills haste and sparks. One procs after 8 basic hits which is useless and the other only procs on an aoe which is useless for pve almost all the time.

    One doesn't even proc you have to manually cast it which wastes a skill slot on your main bar in pvp if you were even going to use it, not to mention you rarely even get 8 attacks on targets over the duration unless all you do is spam light attack.

    As a NB since 5-day early access the majority of the OP makes me roll my eyes and laugh. However there is a legitimate point or two. Blur is indeed largely useless in most situations and rarely deserves a slot on your skill bar. Incapacitate is 100% irrelevant now given it no longer exists, so that's nothing but a grasp. It's replacement is largely useless in PVP situations but with proper weaving it will be great for PVE DPS builds. It hits like a truck, no other class ability I am aware of even comes close to it's added burst potential.

    Everything else on your list makes me question if you've ever actually played the class for any significant length of time because you seems largely clueless.

    I honestly believe that at zenimax there is not 1 developer who has a max level nb to test in PVP.

    It doesn't hit that hard considering the time it takes to do 8 light attacks you could be using other skills that would add up to more damage. Not to mention, it's almost impossible to get off 8 light attacks in 20 seconds in PvP without dying first.

    My testing with it has been lower DPS. By a lot because the proc doesn't hit for that much. Personally, I'd rather weave in light attacks with my full skill bar then use Soul Harvest for burst.

    The Stam regen of Focused attacks actually helped out resources enough that it most likely results in more DPS (can't compare tho because one is live and one is PTS).

    Now instead of just Agony being a useless skill that never gets used, NB has 2 useless skills that no one will use.

    this thread is about fact that many(about 15 skills) of NB class skills requires skill to 'proc' to be useful, whereas DK(2 or 3 skills might fall into this category), sorc( about 10 skills) and templar(about 5 skills) have significantly less spells which require 'proc' to be effective, rest of skills have hard values, they don't need specific requirements in order to work(other than range/distance like any spell)
    It appears to me as if 2 persons designed skill lines, 1 got focused on NB and partially on Sorcerer and made those skills 'interesting' but not in line with likes of DK spells, here's a great example - NB agony(single target stun with 1.2 sec channel time) vs DK petrify(instant AOE stun 12m range, 6 targets).

    Skills like Grim Focus raise the "skill cap" for NB it's a good thing really.

    OP, what you say is basically true. Making a good NB build needs alot math and testing. The nature of it is statistical - both damage and healing. I never cease tweaking with stats and attributes with my NB. I think that makes an interesting and fun class as it walks the thin red line.
