Sorry but preventing monster helms and shoulders from being transmogged for the sake of PvPers is ridiculous, especially when you have costumes and disguises that can hide those things in PvP already.
As for me, I'd prefer something more like how the existing collections UI works. In this system, things have a high up-front cost (either real money cost or an achievement-based gameplay cost) but th
