Isn’t there a little arrow to hide it?

Low key stream plug at its finest...ESO chat is very tame compared to other games(play GTA online if you want vulgar)

Most of the larger streamers have done nothing to curb the bad behaviour that has spawned in there channels over the years that anyone trying to get into streaming the game instantly regrets doing so. Some of the people I play with used to stream ESO and quit doing so because of how bad things are. They don't want to deal with the crap anymore.

Yes, smart to have one without zone, also one without guilds is nice in some groups if guild chat is busy.If you click the cog icon on the top right you can filter some of the chat types, so you don't see zone/public/etc. You could set it so that you only see private chat, guild chat and such. You can also have different "tabs" with different chats being filtered, so that when you're done streaming you can see zone again.
But that's for PC, dunno if you're on console or anything, or if it's different there at all.

I've watched a few streams and did not come away with this feeling. However I generally do not read much or participate in the chat for the most part.
I do not find such behavior is game related, the activity you mention can be found across all game platforms, to smaller or larger extents.
