Burning, concussion and chilled status effects are not giving same bonuses. That makes all types of staffs unique. About enchants yes lightning enchant have chance to proc implosion but You can also put enchant increasing weapon and spell dmg by 348. Lightning enchant will deal some dmg each 5 sec and will have chance to proc implosion each 5 sec when enemie is under 15% hp. Enchant increasing spell dmg will give You around 450 spell dmg more, all the time while in fight.

Basically is it worth it to have a Shock enchant on Lightning staff or as my sorc is a Dunmer I would be better of with Fire enchant with slight bonus dmg.

As mentioned in a post above from me: I intended to test it.
I did meanwhile a thorough test on the proc chance of lightning status effects with big numbers:
The base proc chance for status effects is 10%. Your buffs to increase this are additive.
So if you have the Destro passive "Elemental Force" unlocked with two skill points you get 100% of that 10% as increase for a total of 20% proc chance.
And if you have the passive AND a Charge Trait on your Staf (gold), you get 100% from the passive and 220% from the Weapon trait of that 10% as increase for a total of 42% proc chance.
However:
LA and HA have 0.0% chance to proc.
You can only get that crystal clear when you fight against one enemy.
IF there is an enemy "nearby" the target enemy that you hit with your HA lightning Staf, IF you have the Destro passive Tri Focus unlocked, each Heavy Attack DOT tick will proc with 100% chance a splash damage called "Shock" to the nearby enemy.
THIS Shock splash damage has a base 10% proc chance on that nearby enemy.
Take note that the last tick of the HA Lightning, called Shock Pulse, AFTER 4 Heavy Attack DOT ticks, is NOT a DOT and is NOT proccing the Splash Damage "Shock" to a nearby enemy.
And although it is called Shock Pulse, it does not proc the Lightning status effect.
For abilities:
Not all shock abilities do proc the elemental status. But when an ability does proc it, it has a base proc chance of 10%.
For example Lightning Splash and morphs do NOT proc the elemental status, not even at a very low chance. Zero.
