I can't download Patch 2.6.5

After One Tamriel update, the game launcher is terrible broken for me. Right now I don't have any option to download today's patch, I have only "install" option and launcher is trying to download 40GB files (the same situation was with 1T update) and keeps creating "The Elder Scrolls Online EU" folder.
After deleting this folder and renaming "The Elder Scrolls Online" folder to "The Elder Scrolls Online EU" I have error 209.
When I use "Repair" option in laucher nothing happens, after few seconds I have error 209 again...
Any idea how to fix this? I don't want to download entire game again because of transfer limits.

I had to repair the launcher in order to download it, and even then, I'm pretty sure it downloaded twice.

I followed all of these steps, but none of them solved my problem. I don't have error 209 anymore, but laucher is still trying to download 40GB files and install the game again.
