Repair did not help it just did the same thing where the bar would be stuck at blue and full and then would go back to "Unable to retrieve patch manifest". -

The problem is this: ZOS's patch manifest download server is down. -

I followed all the steps, but the problem persists. Actually, the repair itself does not run at all, due to the "unable to download patch manifest" issue.
