I think a good idea would be to make the keeps way harder to take and scale the guards/gates/walls to the number of enemy players near the keep. -

To add to this the dolmens and PvE they added in cyrodiil didn't help either. Bruma dolmen main culprit for all the weirdness that occurs around it. I've seen the dolmen effects in Chalman inner keep. -
