Currently it's possible to downscale VETERAN DSA to below champion level (e.g. 37 on the screenshot below), and still get the score and get to the leaderboards (including current weekly on PC EU). Look at those 3 brave players (position 5) who don't even have champion points cap (found them in some guild roster):

Of course, I'm not gonna explain how it is done, because it's slightly more than just having non vet in a group, but it's a very known method that people used to get vet Maw of Lorkhaj achievements before ZOS added cp160 requirement to them. Hope it will be fixed as fast as possible, but I guess many people are going to get free weekly rewards this time

Erase the scores, and make it a requirement that the content is scaled to CP160 for any type of leaderboard competition or tough achievement unlocks.
People use the same method to downscale Vet Ruins of Mazzatun and Vet Cradle of Shadows. The Amberplasm/Spiderkith Skins mean very little now in terms of genuine accomplishment.

Fighting e.g. level 37 (or level 10) mobs and getting a score is not "just downscaled". You need to perform certain actions (which are known by many people as it has been working on dungeons at least since IC was released). Idk if that's the right course of action - some of them might have been doing practice scaled runs, and getting on the leaderboards was a buggy side effect rather than a goal.
I know that that's what i'd be doing if i was training for Vdsa. Normal mode is a joke in comparison with vet, at least judging by other trials.
Obviously though, that kind of runs should not be on leaderboards.

I do agree something should happen, it is obvious exploiting. Just egos, huh?
Well, I suppose, there's a lot of hate against people who play competitively. But the way ZOS handles exploiting and cheating affects much more than just those people. Remember the survey exploit? Some cheaters got a 3 days ban, and kept their duped mats. Most of them werent even banned or warned. Or cheat engine controversion? Again, many cheaters werent punished for this at all, and those who got "permabans" just qqed to support and got their accounts restored.
This is why exploiting and cheating is so blatant these days. This is why its important to stop it.
And saying that its a minor issue is just ignorant.
