I think we need some meaningful objectives that cater to solo and/or small group pvp. If we get half the campaign doing small scale pvp then maybe we can avoid some of this gameplay crushing lag. It would have to be meaningful enough that it would be worth doing for some reason even if there's 1 keep left for a throne/dethrone etc... It would also have to be laborious or overkill to do with a large group.
To take over a resource at a keep you should have to win a 3v3 against the controlling faction. Make it so only 3 people of each faction can enter the area at a time and remove the guards or something.

That sounds like a wrestling match in front of a keep... either way, how would you get enemies in the area before it's taken? No one wants to stand guard at an empty resource I think and if you can take it without a fight that won't help create small scale fights.

If you can not take it without a fight, who would enter his on resource, just to risk it?

If you want small scale PVP you should back Arenas & Battlegrounds so it can be instanced and control. Even if there are 2ndry objectives to capture zergs will still go there to confidently hold it and to get AP. Instanced battlegrounds is the only gaurenteed way to have small group vs small group.
